Chennambaram, the son of former Union Minister P Chidambaram, on Friday moved the revocation of an out out circular (LOC) issued against him under the Passport Act in connection with a corruption case filed by The IWC.
In his petition, Karti argued that the July 18 circular had been issued arbitrarily and without jurisdiction by the Regional Foreign Registration Officer (FRRO) and the Immigration Office under the Union Home Ministry at the request of different agencies for To avoid traveling abroad.

He said that he had responded to the calls issued by the IWC in relation to the case and that there was no “absolute cause of action” for the issuance of the LOC.
The case concerned alleged irregularities in the FIPB authorization to INX Media to receive funds abroad when his father was the Minister of Finance in 2007.
When the case was brought before Judge D Duraiswamy, he suspended it until August 7, after Attorney General G Rajagopalan sought time to obtain instructions on whether such a circular had been issued.
The petitioner had been summoned twice by the IWC since June of this year to appear before her to be questioned in connection with alleged irregularities in the FIPB’s dispatch to the media group for allegedly receiving funds from Mauritius when his father was Minister Of Finance in 2007.
Karti had sought time to appear before the IWC, which on May 15 had registered a FIR against him and others claiming that a company “indirectly controlled” by him had received money from INX Media, led by Indrani and Peter Mukerjea.
Karti maintained in his petition that the LOC, which was used to monitor the arrival of foreigners and Indians or to restrict their movement, had been issued to prevent him from going abroad.
Asserting that the IWC issued the citation while abroad in his personal work, Karti said that his lawyer had duly informed the IWC about this by a letter dated June 20.
He said that the LOC is a coercive measure for a person to surrender to the investigating agency only if it is amply demonstrated that he repeatedly and deliberately did not cooperate with the investigation.
